GCBs are strictly Singapore Citizens only.  For other landed, foreigners are not eligible to buy without Land Dealings Approval Unit under Singapore Land Authority (SLA).

There is no restriction to foreigners for non-landed, commercial and industrial, except those with residential component, e.g. shophouses with upper levels slated for residential use.
